Allen & Shariff provided General Contracting and MEP Engineering services for the renovation of Building 196, 4th Floor, at the Washington Navy Yard, to improve SPAWAR office facilities.  Building 196 is a 50,000 SF, 4-story building located at 1325 10th Street, SE, Washington, DC.  The primary objective of the project was to improve work space conditions, address outdated and deteriorated interior finishes, update building systems and security enhancements, and improve space plans to support teaming and departmental relationships.

The project was divided into three areas with one of the areas designated as a computer lab and data area, requiring additional security features as part of the design-build process.  The renovation of SPAWAR Building 196 required physical security upgrades and new construction as stipulated in UFC 4-020-01 and the National Industrial Security Program Operating Manual (DOD 5220.22-M).  The major security item required of this project was to provide for secure conference rooms with Secured Internet Protocol Router Network (SIPR) network capabilities.

Additionally, part of the SOW required Allen & Shariff to upgrade the access control to the space and to install an intrusion detection system as well as providing upgrades to the existing telecommunications system in the building and installation of security and technology infrastructure and wiring in the building and existing elevator.

An Intrusion Detection System (IDS) was provided to sense all perimeter doors and windows and the interior volume.  The installed systems have 90-minute battery back-up and annunciate both locally and at the WNY Security Office via a telephone dialer.  The installed system has an entry and exit timer and wall mounted keypad control at two locations.
