Surf’s Up! The Story of the Rehoboth City Hall Complex


Is it possible to successfully combine all the functions of an entire city into a single central site? The $21 million Rehoboth City Hall Complex, completed in 2017, does exactly that. Allen & Shariff provided mechanical, electrical, and plumbing engineering design services for the project, which included the demolition of the existing city hall and police department, and the reconstruction and renovation of 41,000 square feet of new space. 

The unique facility, designed to incorporate all city functions into a singular central city site, houses City Administration (Mayor, City Manager, and staff), Police/911, Building & Licensing, Commissioners Chambers, Convention Center, Buildings & Grounds, Alderman’s Court, IT, and the Parking Meter Department. Because of the multi-functional nature of the building, owner programming requirements for the interior spaces were constantly changing. Through a combination of close cooperation with stakeholders, and oversight throughout the construction process, Allen & Shariff helped ensure that the different needs and expectations of each city department were met.

From the design phase through the end of construction, Allen & Shariff worked closely with the owner. MEP design was coordinated in partnership with the architect and owner from the beginning to ensure we not only met but exceeded expectations. During early design, we provided floor plan modifications, space use changes, and design adjustments, providing the flexibility to deliver a custom plan that served all parties. When there were no other qualified personnel available on site, Allen & Shariff also stepped in to oversee MEP during the construction administration phase.
